Cooler condensation, no cooling

Hi,

I have a problem with my customers makeline-cooler.

Top part of it (where the food containers are) stays pretty cool (40F) but bottom part doesnt get below 60F & there is excessive condensation on all surfaces inside.

Condenser coil was pretty dirty but evaporator coil is clean & cold. Fans are blowing fine.

What can cause this?
